Core Web Vitals are three specific metrics Google uses to measure how a page actually performs for a real visitor: how fast the main content shows up, how quickly the page responds when someone clicks or taps something, and how much the layout jumps around while everything finishes loading. Google treats all three as a page-experience ranking factor, and reports them for real visitors, not just a lab test.

They matter for two separate reasons. Search engines use them as one input into rankings. And, independent of SEO entirely, a slow or jumpy page frustrates real visitors — someone trying to tap "Request a Quote" on a page that shifts a heading into that exact spot right as they tap will often just give up.
